Methodology
The IGECC provides tools for integrating energy and environmental issues to help mitigate climate-related risks and enhance long-term value creation in analyzed subnational governments. In addition, integrating IGECC into investment decision-making will help identify opportunities or risks that cannot be captured by conventional financial analysis. The study entities for the IGECC 2020-2021 were five States: Aguascalientes, Guanajuato, Jalisco, Queretaro and San Luis Potosí. As well as, 16 Municipalities: Aguascalientes Celaya, Guadalajara, Guanajuato, Irapuato, Leon, Puerto Vallarta, Salamanca, San Juan del Rio, San Luis Potosi, San Pedro Tlaquepaque, Santiago de Queretaro, Soledad de Graciano Sanchez, Tlajomulco de Zuniga, Tonala and Zapopan.

Performance Indicators Factor
Indicators related to the ten thematic axes, collected from sources such as: Cómo Vamos México, Conuee, Data México, INEGI, SEMARNAT and SENER. In addition, incorporating management indicators related to poverty measurement (CONEVAL).
Controversy factor
In traditional and non-traditional media, controversies derived from public management problems relevant to the ten thematic axes occurred between January 1, 2019, to June 30, 2020.
Public policy factor
Reviews and analysis of governmental public disclosure documents to perform a categorized and weighted count of data on public policy, programs, goals, and objectives related to the ten thematic axes.
Public consultation factor
Compilation and analysis of the perception of the public, belonging to the study entities, on the management of the ten thematic axes.
